Ward / Douglas and Senators Betray Voter Trust

HB2184 has been amended in the Senate Education Committee, which had failed as (SB1038) yesterday in the Senate Appropriations committee.  "Kelli Wards' committee voted for this, with the exception of Sen. Smith who understood not handing over power to the unelected board. The Amendment agreed to by Superintendent of Public Instruction, - who was elected by the people of this state  will be required to execute whatever policies (i,e. Common Core) that are agreed to by the non-elected State Board of Education.
Those Elected Senators gave up all authority with this Amendment, to an unelected board to answer to the voters.  Senator Kelli stated along with others agreeing that they'd now oversee any attempt to hire more staff by the board, give raises and monitor expenses of the board & staff which is presently the Responsibility of the Supt., until this Amendment is passed.  The problem with this statement is quite clear, AZ is over 8 Billion in the hole facing another deficit, and also has over 20 Billion in Unfunded Mandates= over $ 28 Billion in Debt,  this happened while being watched by our Elected Officials, so why would  we trust  they'll manage this well? These elected AZ officials are doing the same thing done in DC the last few Decades, handing over power / authority to an appointed agency with no real control, so sometime in the future they’ll tell us that they don't have the authority to stop them, as is the case with our Ineffective US Congress, when you look at the EPA, OSHA, Depts. of Ed, Ag, Energy etc., believe you get the picture. Since those now in office have decided to hand over Authority / Power to an Un Elected Group, who in this instance so obviously supports Common Core, I personally don’t support this, it’s an Issue of Freedom, and hope others won’t be swayed by being emotionally attached to these Senators, as you've worked, supported, donated and voted for them, this is about Freedom and not Personal Relationships.

(XX= What the Superintendent & GOP Senate Office Holders agreed to give away to a Governor/Emperor appointed Board, all but Sen. Smith he got it.

Page 1, after line 14 insert:
“Sec. 2. Section 15-202, Arizona Revised Statutes, is amended to read:
15-202 (XX Meetings; majority required for validation; travel expenses; immunity
A. The state board of education shall hold four regular meetings annually at times it directs. Special meetings may be held on the call of the presiding officer.
B. Concurrence of a majority of all members of the board is necessary for validation of an act of the board.
C. Members shall be allowed travel expenses and reimbursement for subsistence, as provided by title 38, chapter 4, article 2, to be paid upon claims approved by (XX the Superintendent of Public Instruction DEPARTMENT OF ADMINISTRATION, as other claims against the state are paid, from the appropriation for the board authorized in the general appropriation bill.
D. Members of the board are immune from personal liability with respect to all acts done and actions taken in good faith within the scope of their authority during duly constituted regular and special meetings with approval of a majority of the board.
Sec. 3. Section 15-203, Arizona Revised Statutes, is amended to read:
15-203. Powers and duties
A. The state board of education shall:
1. Exercise general supervision over and regulate the conduct of the public 
school system and adopt any rules and policies it deems necessary to accomplish this purpose.
2. Keep a record of its proceedings.
3. Make rules for its own government.
4. Determine the policy and work undertaken by it.
(XX 5. Subject to title 41, chapter 4, article 4, employ staff on the recommendation of the superintendent of public instruction. 
6. Prescribe AND SUPERVISE the duties of its employees if not OTHERWISE prescribed by statute.
Please call your Senator and urge them to VOTE NO on this last minute amendment that was passed in the name of saving money & for the children, GOP new code words in this matter for Unity in Surrendering to Our Newly Chosen Imperialist Governor Ducey.

Ahh, it's nice to know someone else has read Anthem! I just hope and pray that we can stop the transformation of America's children into automatons before too many lives are stunted/crippled through brainwashing and indoctrination.

I hope you and all who can't attend will be able to contact the House Rules Committee and your own Representative against HB2668, the stealth Common Core bill for 3&4-year-olds, and the Senate Rules Committee and your own Senator against HB2184! It would certainly be great if many people attend, but, actually making contact is very important, too! I hope to see Van there!

Looks as if Monday's the day to make our case known. Unfortunately, I have other obligations and won't be able to attend the festivities. I hope attendance is good.

Yes, and if you read Rand's novella, Anthem, you will see the opening of one individual's mind to see more than the shadows on the wall of Plato's Cave. The hero—identified only by a number— lives in a collectivist hive, but the fires of freedom stir in his soul and he breaks free from the shackles to LIVE FREE! That hero is who we do not want our children to become as he is first seen: sitting shackled in the dim light of the collectivist enslavement of a crippled and shackled mind. He and his fellows are where Common Core and right now, HB2668 and HB2184, are intended to take us: Yes, into a state of indoctrinated zombies.

What can we do? RIGHT NOW we can contact everyone we know who sees the truth, and rally ALL to descend upon the Capital—peacefully, but with firm purpose—on MONDAY, MARCH 2, 2015, to demand that our elected representatives throw HB2668 and HB2184 onto the Dung Heap of History NOW! And demand that all efforts to entrench Common Core in the minds of our children be halted and rooted-out of our Great State of Arizona!


RALLY at the Capital on Monday, March 2! If we can get there early, we can watch for HB2184 to be brought to the Rules Committee; we can peacefully but firmly in the strength of numbers demand that it be defeated.


We can attend the scheduled House Rules Committee Hearing at 1:00PM, and let our faces be seen and our voices heard against HB2668, the STEALTH COMMON CORE BILL for 3&4-YEAR-OLDS! Everyone must sign-in to A.L.I.S. to post Against the bill, and all who will must Request to Speak.  If it is still possible to post against HB2184, we need to do that, too. We should use their arbitrary system to show them how many of us are ready to speak-out for Liberty!

They must comprehend that pragmatic dogma about how the statutes that strip authority from the elected superintendent, both already on the books and in the form of HB2184 and HB2668, are ALREADY NULL AND VOID!— Their enactment does not nullify the organic intent of the State Constitution and We the Sovereign People of Arizona, to vest authority over public instruction in an elected superintendent, and are in themselves NULL AND VOID! And it falls to us, where it properly belongs, to demand that they recognize that fact and enact legislation that declares it in the Law and roots-out the unconstitutional trash!

We must defeat the Common Core and all its vestiges—for God and Country, and for the Lives of our Children, in OUR LIBERTY UNDER GOD!

It looks as if our legislators have been studying Orwell's 1984 and Rand's Atlas Shrugged. They seem to be doing everything within their power to remake AZ into a state of indoctrinated zombies.

Now...how do we stop the carnage before it gets worse? One individual talking or writing to a legislator doesn't get the job done. We have to go after them en masse. How quickly can we put together a fairly large group of concerned citizens to pay a visit to the legislature to make our voices heard?.

Speaking of a larger problem, I just found HB2668 scheduled for hearing by the House Rules Committee, Mon., Mar. 2, at 1:00PM! This is a STEALTH COMMON CORE bill!!! It creates an entirely new Chapter under A.R.S. Title 15, Education, establishing a new School Readiness Program for 3- and 4-year-olds, AND, with a new School Readiness Board established in the GOVERNOR'S office of strategic planning and budgeting! NOT under the Dept. of EDUCATION! And, it CUTS-OUT the Superintendent! (Any time you see "Readiness" tied to education IT IS COMMON CORE-RELATED!) This is unconstitutional! This bill would make Nancy Pelosi proud to say, "We have to pass the bill so we can find out what's in it!" It begins the Early Childhood Readiness program for Infants and Toddlers from Birth to 5-years. I have an analysis of many parts of it, and know of an excellent separate analysis. The House Ed. Committee Chair reportedly withdrew his support this week after it passed his committee on 2/18, when he realized what the bill really is. The House Appropriations Chair was made aware of its true nature. He did not schedule it. Now, suddenly, it is scheduled in Rules, but the House requires a bill to be moved sequentially— Appropriations was next in the queue. The bill should have been dead having not been heard by Appropriations! SOMETHING IS VERY FISHY IN THE AZ LEGISLATURE! This bill MUST be stopped!!! If anyone wants to know more, please contact me ASAP! And, when you have confirmed this information, please post on A.L.I.S. & plan to attend and speak at the hearing, if at all possible! You never know when the computer will go-down again: no one's posts to A.L.I.S. will be read into the record—at least not during the hearing when it counts, and the video feed will fail—whether by the local cable provider or the originating feed—all of which happened during the HB2184 Hearing! A.R.S. Title 41, Chapter 4, Article 4, IS key to understanding that the HB2184 Ward Amendment does not "clarify" who holds the "employment" reins that control state at-will political employees assigned to the State Board of Education.  Title 41 governs the state personnel system and the state agencies under which employment hierarchies are structured and administered. The board of education is not an agency.  When passed, the "amended" Title 15-203.A.& A.5. regarding the board's powers and duties would say, "the board shall: . . . Subject to Title 41, Ch. 4, Art. 4, employ staff."  Striking the rest of that sentence attempts to remove the authority of the superintendent over hired department of education employees who are merely engaged to perform services for the board, not "hired" by the board. Leaving the "Subject to" portion admits and insures that the staff is still employed by the department controlled by the superintendent, creating statutory conflict that makes the new language untenable. It would be simple if everyone would read the existing 15-251.4. and understand the clear use of two legal definitions for "employees!"

I believe we have a larger problem, I'm noticing all the likes for the posting of Sen. Ward on Stop Common Core in AZ, if they really understand this then guess they believe the spin they're putting on it and don't see the long term effect of giving a non elected board the power to hire and fire staff we pay for, control the salaries & expenses of same, as well as their own. This power allows them to say take trips and promote their agenda along with staff while we pay for it, this may be an unintended consequence not seem by them, never the less a real one and to believe those in the legislature will manage this is quite frankly a joke to me, when you consider how well they've managed AZ debt, we still don't own the capitol. Thursday, 2-26-15, Senator Ward and I had a series of e-mail exchanges re: the above subject. She said her amendment didn't give the SBE authority over the SPI. When I directed her to the wording in the bill, she changed the subject. Further, she indicated it looks as if we're stuck with the CCSSI program. That has to change!!!!!

We have a meeting scheduled on 3-24 to discuss the above. Too bad the horse is out of the barn.
