LEACH – For civil suits resulting from damages during a pandemic related state of emergency, the burden of proof is elevated from the customary preponderance of evidence, to clear and convincing evidence. Aimed at preventing the customary onslaught of ambulance chasers and opportunists  that these conditions generate.

Lacking good tort reform, this is a good step in the right direction.

FILLMORE - Requires a teacher to retain a pupil in a kindergarten program or the 1st-4th grades if the pupil does not meet the prescribed criteria for promotion. This is a feel-good bill. It is good because it prohibits teachers from promoting students to the next grade if they do not know the material. It is bad because it has so many exclusions that it is very close to being worthless.

HB2179 - (NOW: new school facilities; base costs)

Adds to the circumstances in which the School Facilities Board (SFB) may modify the base costs provided in the New School Facilities (NSF) Fund formula. Requires the Joint Committee on Capital Review (JCCR) to review new school construction projects. Contains a conditional enactment clause pertaining to House Bill (HB) 2555.

HB2248 - corporation commission; electric generation resources

GRIFFIN - Declares that the public policy of Arizona requires public service corporations to derive, at minimum, certain percentages of retail sales from renewable energy and prohibits the Arizona Corporation Commission from adopting policies, decisions or rules that change these thresholds.

Requires that certain percentages of energy come from “renewable resources”. Has too many contradictions and inconsistencies.

HB2700 - county officers; salaries; increase

Under the current governor induced economic debacle, it is very unwise to hand out substantial pay raises to any government official, especially county supervisors

According to Jordan Mason 605-430-1654  of Restore America https://restoreamerica.org/today on Liz Harris ZOOM call today 3-28-2021,  Kavanaugh does not understand the bill that he sponsored. The modifications made invalidate the bill.
